Dr. Feng Luzhao suggests to improve the adult vaccination service system
Feng Luzhao, a deputy to the Beijing Municipal People’s Congress, and deputy dean of the Institute of Population Medicine and Public Health, Chinese Academy of Medical Sciences & Peking Union Medical College brought a proposal on “Improving the Adult Preventive Vaccination Service System”, firstly, to enrich the mode of adult preventive vaccination service and improve the convenience of the service; secondly, to encourage the opening of outpatient clinics of preventive vaccination in medical institutions, and to explore the “vaccine prescription” by medical personnel, and encourage medical institutions with conditions (such as medical institutions above the second level) to open vaccination clinics; third, improve adult vaccination clinic management standards and establish an incentive mechanism.

Xinjiang People’s Congress deputy suggests including Non-NIP vaccines for children aged 0-6 in health insurance coverage
Xinjiang Uygur Autonomous Region People’s Congress deputy and Party branch secretary of the Baozadeer Herding Health Center in Tekes County, Gyumatai Obaike, suggested that the non-National-Immunization-Program (non-NIP) vaccines for children aged 0–6 be covered by medical insurance, and that reimbursement for the second-type vaccines take the form of reimbursement for the Type I (included in the National Immunization Program) vaccines or the non-NIP vaccines, to promote vaccination of newborns and to ensure the healthy development of children.

Hangzhou deputies propose: raising awareness of influenza vaccine, free vaccination for school-age children
At the Fourth Session of the 14th People’s Congress of Hangzhou, a discussion was sparked by the proposal to “enhance influenza vaccination for school-age children” made by representatives of the clinical, pharmaceutical, and healthcare delegates. The delegates underlined the value of preventing influenza and the necessity of increasing public knowledge of the vaccine’s efficacy and safety. They acknowledged the need for more accessible vaccination services, noting that increased market demand would drive down vaccine prices and investment in research and development.

Fujian Provincial People’s Congress suggests implementing the varicella vaccine in the province’s child immunization program
During the 2024 provincial two sessions, Wang Jianli, deputy to the Fujian Provincial People’s Congress, suggested that it is the right time to incorporate the chickenpox vaccine into the Fujian Provincial Childhood Immunization Program. He suggests that within the next three to five years, the province’s children’s two doses of varicella vaccine coverage should increase by 40%. The one-time financial incremental funds required of about 200 million CNY, but the annual financial input afterward would be 30 million. The program was expected to achieve the effect of “using a small amount of money to do big things”.

Hebei provincial People’s Congress recommends promoting the inclusion of HPV vaccine in national health insurance
At the two sessions of Hebei Province, Zhang Aijun, a member of the provincial CPPCC chairwoman of Handan Women’s Federation, and secretary of the party group, recommended that Hebei Province increase the rate of cervical cancer prevention and treatment. HPV vaccination should be covered by the national health insurance, and part of it should be provided with proportional reimbursement or financed by the corresponding fund, free screening should be provided for women in low-resource settings, and HPV vaccination should give priority to age-eligible women from poor households, and the comprehensive prevention and treatment mode of cervical cancer should be formulated. The relevant departments are collaborating, including women’s health care, health insurance, education, and finance.

Zhejiang representatives suggest that the HPV vaccine for age-eligible women be financial support
During the Zhejiang Province People’s Congress, Zhang Zhihui, deputy to the congress and the party committee secretary of Wenzhou Longwan district Haicheng street Daitou village, proposes the integration of HPV vaccine into the immunization planning vaccination scope, providing women of age 15~45 with inoculation 2 valent or 4 valent HPV vaccine to give a certain proportion (not less than 50%) of the cost of the subsidy, and the 9-valent vaccination for free, or including the HPV vaccination for females aged 15~45 into the medical insurance coverage, such that integrating HPV vaccination in the scope of immunization planning and investigating more flexible vaccine financing and policy options.

Government subsidies 60% of the cost of 11 types of non-NIP vaccines in Jungar Banner
At the Third Meeting of the 18th People’s Congress of Jungar Banner in the Inner Mongolia Autonomous Region on January 26, a decision was made to implement a subsidized vaccination program for the “Prevention and Health Protection” priority vaccines in Jungar Banner from January 27, 2024 onward. From 27 January 2024 onwards, ensuring that 11 key non-NIP vaccines will be administered to residents of Jungar Banner (except for those who are eligible for the national immunization plan) at a rate of 60% of the vaccine fee subsidized by the Government.

Hainan will provide free hepatitis B vaccination for people aged 20-40 years
In 2024, Hainan will provide free hepatitis B vaccination for people aged 20-40 who have not been vaccinated against hepatitis B or those without protective antibodies against hepatitis B in the province. At a special press conference on livelihood protection at the Hainan Provincial People’s Congress, Zhang Yuhui, a member of the party committee of the Hainan Provincial Health Commission, deputy director and spokesman, answered reporters’ questions, advising residents to visit the community health service centers (stations) or vaccination clinics of township health centers near their places of residence to obtain three doses (0, 1, 6months) of the free Hepatitis B vaccine.

Hubei province will provide free 2-dose HPV vaccine for 14-year-old girls in 2024
The second meeting of the 14th Hubei Provincial People’s Congress announced ten major livelihood projects for 2024, including the free two doses of the 2-valent HPV vaccine given to 14-year-old girls. The work also includes securing the supply of 4-valent and 9-valent HPV vaccines and enhancing the easy access and convenience of vaccination.
